UIB LECTURER SHARED THE RESULT OF LEGAL RESEARCH IN UNIVERSITI KEBANGSAAN MALAYSIA

Dr. Rina Shahrullah, the Head of Postgraduate Study of Law Faculty, Universitas Internasional Batam shared the results of her research in the Law Faculty of Universiti Kebangsaan Malaysia (UKM) on 5 November 2008

Dr. Rina Shahrullah, the Head of Postgraduate Study of Law Faculty, Universitas Internasional Batam shared the results of her research in the Law Faculty of Universiti Kebangsaan Malaysia (UKM) on 5 November 2008. Law Faculty members of UKM who attended the sharing seminar were Dr. Kamal Halili Hassan (Dean), Dr.Rahmah Bt.Ismail (Deputy Dean), Dr.Rohimi B.Shapiee and other lecturers. The research dealt with the issues of human trafficking in the Philippines. Dr. Shahrullah conducted her research from 21 July 2007 to 21 July 2008 under the program of Asian Public Intellectuals (API) which was sponsored by the Nippon Foundation Japan. In her presentation entitled "Human Trafficking: A Heartless Crime Against Human Rights (A Legal Research In The Philippines), she explained that the Philippines is a source, transit and destination country of human trafficking. It is estimated that approximately 300,000 - 400,000 people (men and women), including 60,000 - 100,000 children are trafficked annually, Most of trafficked victims are girls between 12 to 22 years old who are the first-timers in the big city, and willing to take risks.

She said that the Philippine Anti -Trafficking in Persons Act 2003 (R.A. 9208) was signed on 26 May 2003 and became effective on 19 June 2003. The Implementing Rules and Regulation (IRR) of R.A. 9208 were adopted on 17 September 2003. According to her, R.A. 9208 is more than a criminal law because it also provides a comprehensive measure to prevent trafficking and protect trafficked victims. Section 16 of R.A. 9208 clearly states that "the government shall establish and implement preventive, protective and rehabilitative programs for trafficked persons". To provide overall direction and calibrate the implementation of R.A. 9208, the Inter-Agency Council Against Trafficking (IACAT) has formulated and adopted "the National Strategic Plan of Action against Trafficking in Persons 2004-2010". The Strategic Plan of Action serves as the blueprint for action of all government agencies, local government units, NGOs and other critical sectors in combating human trafficking. (Humas)
